Javiera Atenas

Principal Researcher, ILDA

Javiera holds a PhD in Education and is a senior lecturer at the centre for excellence in learning and teaching at the University of Suffolk. She is also ILDA's principal researcher, and Senior Fellow of the British Academy of Higher Education. Javiera has a long teaching and research career in open knowledge issues and has worked in Europe, Latin America and the Middle East advising governments, international organisations and universities on policy and curriculum development in open education, open science and open data.

Marwan Tarazi

Director, “Design and Innovation”, Center for Continuing Education (CCE)

Marwan Tarazi is the director of “Design and Innovation” at the Center for Continuing Education at Birzeit University. His work is focused on the design of developmental models for transforming the way people learn, work and interact within the society in a rapidly changing world… He firmly believes that only through innovative learning paradigms linked to applied and real-world contexts, can the region create a workforce prepared for the future of work and a society able to stand up in the face the enormous challenges facing the region. Marwan has dedicated his career to re-designing or create new models that emphasize the true meaning of learning that are based on knowledge creation, skills acquisition, engagement with society, digital transformation and relevance. Marwan is part of a creative team of experts and specialists at CCE. He believes strongly in collaboration and partnership building. He is forward looking and constantly looking for solutions – typically outside the box, for the very challenging development problems facing Palestine and the region.

Dr. Victoria Marín

Senior Research Fellow, University of Lleida (Spain)

Dr. Victoria I. Marín is a Senior Research Fellow (Ramón y Cajal) in Educational Technology at the University of Lleida (Spain). Member of the Competences, Technologies and Society in Education (COMPETECS) research group of the same university, research collaborator of the Educational Technology Group of the University of the Balearic Islands and member of the Center for Open Education Research (COER, University of Oldenburg, Germany). She is an external advisor in the Erasmus+ project "Data Literacy for Citizenship" (DALI) and part of her research revolves around digital literacy, and data literacy as part of it, especially in the context of teacher education.

Priscila Gonsales is the co-founder of Instituto Educadigital, she has been working in the area of ​​education and digital culture since 2001, she was coordinator of the Educarede Program at CENPEC. Master in Education, Family and ICT from the Pontifical University of Salamanca (Spain), studied Design Thinking at the Center for Innovation and Creativity of ESPM-SP, postgraduate degree in Communication and Education from ECA-USP and degree in Journalism.

Luigi Reggi

President, Monithon Europe

Luigi Reggi is a public policy analyst with more than 15 years of international experience as a practitioner and researcher in the fields of e-government and open government. He currently works as an ICT policy analyst and open data specialist at the Italian Agency for Territorial Cohesion in Rome. His interests are government transparency & accountability, open government data ecosystems, governance networks, and information management. He holds a Ph.D. in Public Administration and Policy from the State University of New York at Albany.

Martin Parr

Director, Data Policy & Practice, Digital Development, CABI

Martin Parr has extensive experience working on data governance, digital agriculture, mobile extension, web-based knowledge products, evidence synthesis, evidence-informed policy processes, and research communication services. He leads CABI’s Data Policy and Practice unit which is currently working with funding agencies including the Bill and Melinda Gates Foundation and ACIAR on improving data management and data sharing in their grant-making, focusing on agricultural development and research investments. He was formerly the programme manager of the GODAN initiative.

Sander Janssen

Sander Janssen is the leader of the Earth Informatics team at Wageningen Environmental Research and he started the Open Data Journal for Agriculture Research. He holds a PhD on agricultural systems, scientific integration and data enigineering from Wageningen University & Research. He has worked in leadership and managerial roles over the past ten years in the areas of digitization of agriculture, big data and application of ICTs across domains. He has a drive for increasing the impact of research and studying evidence-based decision making relating to sustainable development. He is dedicated to transparency and openness and hence strongly supports making data open as part of scientific practice, and open source sharing of research tools.

Louise Russell-Prywata

Director of Policy and Advocacy, Open Ownership

Louise Russell-Prywata is Open Ownership’s Director of Policy and Advocacy. She manages technical assistance to governments implementing beneficial ownership transparency, and oversees the creation of our policy and thought leadership output. Previously, Louise worked within and consulted for a variety of civil society organisations and international projects in the governance and anti-corruption space, most recently spending five years with Transparency International UK, serving as Head of Development. Here, Louise was instrumental to the development of work to reduce the role of the UK as a safe haven for international corruption, which resulted in new UK legal powers to investigate suspicious wealth. Louise is also a Senior Atlantic Fellow at the London School of Economics.

Dr. Pamela Robinson is director and professor in the School of Urban and Regional Planning at Toronto Metropolitan University. She is also a registered professional planner. As part of the geothink.ca, research team, Robinson's research and practice focus on urban sustainability issues with a particular focus on cities and climate change and the use of open data and civic technology to support open government transformations. She is the co-editor of The Future of Open Data (2022), a book that sets out to explore open government geospatial data from an interdisciplinary perspective.

Nicolás Grossman

Research and Data Lead, Global Data Barometer

Nicolás Grossman is a sociologist and journalist specialising in research and open data. Previously, he was the Data and Research Lead for the Global Data Barometer and led the Open Data and Data Journalism strategy of Properati, a private-sector platform using open data in Latin America. He has a Bachelor’s degree from the University of Buenos Aires and is concluding his Master’s in International Political Sociology at the National University of Tres de Febrero, where he studies the challenges of big data and AI in less developed countries.

Kristen Rose is a research associate on the Analytics and Insights team at the Open Government Partnership. She is a co-author of OGP’s newest flagship report, Broken Links: Open Data to Advance Accountability and Combat Corruption, which features a chapter on the global state of land ownership data

Sandra Elena

Coordinator, International Network for Open Justice (RIJA)

Sandra Elena: She is a lawyer and a political scientist; she holds a LLM in International Legal Studies from the American University in Washington DC. She is the coordinator of the Open Justice Program at the Ministry of Justice and Human Rights of Argentina. In that capacity, she leads the open data policy for the justice sector. She is the coordinator of the Open Data Group at the International Network for Open Justice (RIJA). She is a rule of law, open government and open data expert with extensive experience in Latin America and other regions of the world. Since 1990, she has been involved in institutional analysis, civil society coalition-building, and political and legislative reforms. She is an evaluator for the European Union governance Programs. Elena has published numerous policy papers on open government and open data and is a frequent speaker on these issues at national and international conferences. She spoke and moderated panels at various international forums: Australia (Global Integrity Summit of the G-20), Mexico (CONDATOS), Portugal (ICEGOV), United Kingdom (Open Data Institute Summit) Costa Rica (The Regional Summit of the Open Government Partnership) and Ecuador (ICEDEG).

Carlos E. Jimenez-Gomez is internationally recognized for his expertise in public organizations’ modernization based on information and technology adoption, field where he works as consultant. As practitioner, he has almost 30 years working in the public sector. He has worked for governments and international organizations in different countries in Latin-America, Africa, Asia and Europe. Among other, he has worked in projects addressed to achieve full paperless digital courts, e-government platforms, or he has co-authored strategic and policy documents such as the Ibero-American e-Government Interoperability Framework, document signed by 21 countries in the XX Ibero-American Summit of Heads of State and Government.

Gisele Craveiro

Professor Gisele Craveiro is a lecturer and researcher at Universidade de São Paulo. Gisele is an expert researcher with ILDA. Her work in Computer Science focuses on distributed systems grid services, grid computing, educational portal and algorithm derivation with over 10 years of experience.

Dr. Alejandro Ponce

Chief Research Officer, World Justice Project

Dr. Alejandro Ponce is the Chief Research Officer of the World Justice Project. He joined the WJP as Senior Economist and is one of the original designers and a lead author of the WJP Rule of Law Index. Dr. Ponce leads the research and data collection initiatives of the World Justice Project, from the administration of the WJP Rule of Law Index to the design and implementation of research and data collection projects on access to justice, criminal justice, environmental rule of law, justice indicators, and the rule of law in South Asia, Sub-Saharan Africa, the European Union, and Latin America. Before joining the World Justice Project, Dr. Ponce worked as a researcher at Yale University and as an economist at the World Bank and the Mexican Banking and Securities Commission. Dr. Ponce has conducted research in the areas of behavioral economics, financial inclusion, justice indicators, criminal justice, and the rule of law, and has been published in collected volumes as well as top academic journals such as the American Economic Review and the Journal of Law and Economics. He is a frequent speaker at international conferences and policy forums and has participated in several international expert groups in the area of rule of law. He holds a B.A. in Economics from ITAM in Mexico, and an M.A. and Ph.D. in Economics from Stanford University.
